You can configure a new site online, using the same database and apache virtualhost. This will make the same users valid (even with diferent permitions, if you want), the same base templates and base options, the same base block configurations and handlers. A new site, even faster. Go to the Sites option on the menu, and add the new site. That's all it takes.
